GSP and Free Trade Agreements in Indonesia

Indonesia enjoys Generalised Scheme of Preferences (GSP) status in various countries, including the EU and US. GSP provides exporters with reduced or zero duties when exporting seafood products. The most important markets for seafood exports are the EU and the US. The EU market Products excluded are animal or vegetable oils, fats and waxes. And since January 2014 up to 31 December 2016 live animals and animal products excluding fish; chemicals, other than organic and inorganic chemicals are excluded from GSP as well. This means that although live animals are excluded for GSP benefits, fish is included. Thereby the EU grants Indonesia duty-free and quota-free access to the EU market for export for live fish and fish products. A Certificate of Origin Form A is the documentary evidence that is required to claim preferential treatment (reduced or zero rate of duty) on importation into the EU. The US market In July 2015 the GSP status for Indonesia was reinstated. The previous GSP program ended in July 2013 when it expired without being extended. The current US GSP program lasts until 31 December 2017.

Indonesia is involved in seventeen free trade agreements of which nine are signed and in effect, one is signed but not yet in effect, and seven more are under negotiation (ADB, 2016).
