The procedure for customs clearing and exports involves the following three steps. Once the processed seafood products are ready for shipment, NAFIQAD (National Agro-Forestry-Fisheries Quality Assurance Department
) needs to be advised and samples for laboratory tests need to be submitted. Afterwards the NAFIQAD carries out laboratory analysis and issues a health certificate (HC). Finally once all shipment documents are ready, the goods can be cleared for export.
Seafood exports from Vietnam need to be accompanied by the following documents:
- Packing list
- Commercial invoice
- Bill of landing
- Customs export declaration form
- Certificate of origin
- Health certificate (HC)
Exports to the EU
After a short pilot phase with the issuance of electronic certificates for seafood export via the EU’s Trade Control and Expert System (TRACES) by NAFIQAD in summer 2015, Vietnam became official partner of TRACES in the second half of 2015. Since then, seafood exports to the EU benefit from faster customs proceedings and the issuance of electronic certificates.
